Hanoi lead in the local innovation index 2023
The set of local innovation index (PII) in 2023 was called by the Ministry of Science and Technology to name the 10 localities with the highest score, of which Hanoi is the lead.
On the afternoon of March 12, the Ministry of Science and Technology announced the results of the local creative innovation rating in 2023 (abbreviated as PII – Provike Innovation Index), after a year of construction. The set of indicators providing actual and overall picture on the current status of economic and social development model based on science and technology and innovation of each locality.
As a result, Hanoi is the locality with the highest score, reaching 62.86 points, ranking 1. Then Ho Chi Minh City (Grade 2), Hai Phong (3rd), Da Nang (Class 4), Can Tho (class (class 5), Bac Ninh (ranked 6), Ba Ria-Vung Tau (class 7), Binh Duong (Grade 8), Quang Ninh (class 9) and Thai Nguyen (class 10).
PII 2023 is also ranked by 6 socio -economic regions. Localities in the Red River Delta have the highest average score of 45.17 points, followed by the localities in the Southeast region with 44.81 points. The localities in the North Central and the Central Coast and the Mekong Delta have an average score close to each other, respectively 36.96 points and 36.36 points. The two region of the Central Highlands and Midlands and the Northern mountainous region have almost the same low scores, 32.72 points and 32.19 points respectively. The set of indicators also launched the top localities leading each region and analyzing assessment in income groups.
“The local innovation index report is a useful document, providing scientific and practical bases for leaders at all levels to make decisions, build and implement policies to promote development, and also such as providing useful information about the investment environment, conditions for resources for production and business activities in localities, “the Minister said.
Earlier, international independent expert, Dr. William Becker, evaluated the PII 2023 set of index to meet international quality standards for the correctness from the perspective of statistics and methodology. The set of indicators aims to create effective and reliable monitoring tools to evaluate local innovation in Vietnam.
In 2022, the index set was tested with 20 localities. After the results, the Government has assigned the Ministry of Science and Technology “to develop a set of local innovation indicators nationwide from 2023” (Resolution No. 10/NQ-CP 3/2/2023). The Academy of Science and Technology and Innovation (Ministry of Science and Technology) is the unit to build the set of indicators.
PII was built to closely follow the structure of the Global Innovation Index (Global Innovation Index) published by the World Intellectual Property Organization (WIPO) annually and used by the Government in management and management, Operating from 2017. The figures are collected from statistical reports, official management reports of central and local agencies; Data from other indicators (administrative reform; provincial competitiveness; digital conversion; provincial administrative and public administration efficiency).
According to the Ministry of Science and Technology, with a wide and comprehensive scope, the PII index will be a tool for each province/city to look at the angular details in the output aspects, input, and clearly define Strengths, weaknesses, potential factors and necessary conditions to promote socio -economic development based on science and technology and innovation.
