
A construction design contest of Zero Milestone within the project on renovation for the area around Hoan Kiem Lake
To find the best design for constructing Kilometer zero, which is not only a national cultural symbol but also a vital tourist attraction in the space of Hoan Kiem Lake, Hanoi People’s Committee assigned Architecture Magazine by Vietnam Association of Architects to give advise for organizing the “Kilometer Zero” Landmark Design Contest that is under the investment project on building and renovating the area around Hoan Kiem Lake, sponsored by Vietnam Fine Arts Association and Vietnam Association of Architects.

I. Purpose of the contest
Following the policies of The Executive Board of the Ha Noi Party Committee, Hanoi People’s Committee and People’s Committee of Hoan Kiem District, the contest was organized to find the best design to build Zero Milestone which is considered as a literary symbol, a highlight of Hanoi’s space, a unique tourist attraction. And It is one of the important items in the project on construction and renovation for the area around Hoan Kiem Lake. Zero Milestone will complete the beauty of public space in the Hoan Kiem Lake area, make the lake worthy of its stature ad merit of a cultural and historical relic, and a special national landscape.
II. Contest rules
- The contest title: A construction design contest of Zero Milestone within the project on renovation for the area around Hoan Kiem Lake.
- Contest format:Freestyle
- Participants:
- Professional institutions: consulting and designing firms, universities, research institutes of Culture, Fine Art, and Architecture.
- Citizens of Vietnam: Sculptors, Painters, Architects, students majoring in Culture, Fine Arts, and Architecture …
- Nature and location of the Zero Milestone:
- Nature:The Zero Milestone will mark the geographical location – Km 0, which represents a cultural meaning and belongs to the category of public artworks.
- The location: The zero milestone within the framework of the investment project on construction and renovation for the area surrounding Hoan Kiem Lake. Accordingly, there are 04 suggested locations for the kilometer zero:
- Location 1:At the intersection of Dinh Tien Hoang and Hang Khay Streets, where the Swiss flower-shaped clock is now (attached drawings attached );
- Location 2:On the banks of Hoan Kiem Lake, across from the Emperor Ly Thai To monument( drawings attached );
- Location 3:In the yard in front of the Emperor Ly Thai To monument (drawings attached );
- Location 4:This would be left to the participants’ proposal as long as the location is located within the area near Hoan Kiem Lake.

- Requirements and design tasks:
- Requirements:
- Participants will propose the design of the Zero Milestone to be located in any of the four suggested locations;
- The zero milestone is a special project. It is a geographical indication, a highly symbolic image. It represents both the modern and the cultural-historical identity of Thang Long – Hanoi thousands of years of civilization;
- It should be a public artwork in harmony with the landscape surrounding Hoan Kiem Lake and an indispensable destination in the journey of exploring Hanoi;
- Construction materials are sustainable and easy to build.
- Design tasks: this is an open design task so there is no regulation on the format as well as the content of functional components of the landmark project. Participants are free to propose solutions that meet the requirements stated above.
- Master plan of the kilometer zero:
- Satisfying the functional requirements of the architecture; being in harmony with the surrounding landscape; and must follow the investment project of construction, renovation for the area surrounding Hoan Kiem Lake;
- Ealy accessing to people; meeting the requirements of a destination with profound meaning and timelessness; being within the system of destinations in public spaces surrounding Hoan Kiem Lake to serve the community and tourists.
- Shape:
- It should be a unique, modern and national creative idea to produce an artistic highlight of the Hoan Kiem area;
- It will meet the special symbolism of not only the landmark zero milestone but also the cultural characteristics of Hanoi and evoke emotions of the capital’s residents and tourists;
- Materials and techniques:
- Materials and construction techniques will be sustainable and feasible.

- Press conference and contest announcement: 03/06/2020
- Period of the register and design submission: 03/06/2020 – 30/06/2020
- Closing date: 06/07/2020
- Evaluations process: 06/07/2020 – 10/07/2020
- The closing ceremony and exhibitions: 15/07/2020.
