National Innovation Forum 2024: Training – research – technology need to develop in parallel

On May 16, the National Innovation Forum 2024 took place in Hanoi with the participation of more than 500 delegates from ministries, branches, universities and colleges nationwide. This is an annual event organized by Hanoi National University and the Center for Knowledge Transfer and Startup Support (VNU-CSK), on the occasion of Vietnam Science and Technology Day (May 18).

With the theme “Building a foundation strategy for innovation-oriented university development”, the forum aims to promote and facilitate innovation and creativity in Vietnam’s higher education system.

At the forum, Mr. Ta Dinh Thi, Deputy Chairman of the National Assembly’s Science, Technology and Environment Committee, said: In the national innovation system, universities play a pivotal and pioneering role. Leading through the mission of providing high-quality human resources, promoting scientific and technical progress, promoting knowledge transfer, applying new technology, enhancing startups and innovation… Time Over the past time, the National Assembly and the Government have made great efforts to institutionalize the Party’s guidelines into specific policies and laws to build a legal corridor to promote science, technology and innovation activities. in universities, research institutes… In particular, the Prime Minister has issued many projects to support the startup ecosystem of students and young people; Support the national innovation system.

However, according to Mr. Ta Dinh Thi, the effective formation, management and operation of innovation organizations and science and technology enterprises in universities and research institutes still faces many difficulties and obstacles. due to incomplete legal basis. Specifically, there are no regulations on support for innovative start-up organizations, encouraging individuals to make venture investments in science and technology enterprises, creative start-ups, building incubation and training organizations. Training and consulting on startups, especially the transfer and commercialization of science and technology products. Besides, there is still a lack of cohesion, linkage, and connection between the three parties (state, universities, research institutes, and businesses).

Deputy Chairman of the National Assembly’s Science, Technology and Environment Committee said: The upcoming comprehensive amendment of the Law on Science and Technology needs to consider the above issues as a whole. At the same time, we must catch up with the world’s higher education innovation trends, including research- and innovation-oriented universities in Vietnam, start-up universities, focusing on the spirit and capacity of innovation. innovation and entrepreneurship of learners.

As an expert with many years of practical research on innovative universities, Professor, Dr. Nguyen Huu Duc, former Deputy Director of Hanoi National University, Head of the Advisory Group of the National Committee on Education and Training believes that: If universities do not have the capacity to innovate, then higher education and science and technology will not become a direct production force, unable to capitalize on knowledge and increase knowledge. value, the economy does not have a catalyst from universities.

To have a 3rd generation university (innovation university), Europe in particular and the world in general have the foundation and experience of nearly 200 years of research university (2nd generation). Meanwhile, Vietnam has only had experience in building “research-oriented” universities for the past 10 years, so there are still many challenges facing universities. According to Professor, Dr. Nguyen Huu Duc, innovative universities can only be formed and developed when a critical point has been reached. That is the foundation of a university with basic research capacity and technology development, training – research – technology must develop in parallel.

On this occasion, the Center for Knowledge Transfer and Startup Support, Hanoi National University launched startup and innovation programs: RnD to Startup Technology Innovation Startup Competition 2024; VNU X-Sience Technology Product Incubation and Commercialization Program; Intellectual property registration support program for VNU-IP scientists.

The Executive Board of the Vietnam University and College Innovation and Startup Network (VNEI) was also officially launched at this Forum./.
