Hanoi to pilot smart transportation system from June 2024

The Hanoi People’s Committee has just agreed with the proposal of the Department of Transport to pilot a smart transportation system in the city from June to December 2024.
According to the pilot scheme proposed by Viettel Military Industry and Telecoms Group, Viettel will establish a Smart Traffic Operation Center at the Hanoi Public Transport Management and Operation Center (No. 1 Kim Ma Street, Ba Dinh district); and install equipment at two pilot intersections on Pham Van Bach Street, Cau Giay district (Hoang Quan Chi intersection and lane 9).

 

The smart transportation system’s functions include: Traffic monitoring system; traffic information provision; traffic control; support for handling traffic safety violations; public transport management; incident management; traffic infrastructure management; parking management; and electronic ticketing management for public transport. Notably, the two functions of parking management and electronic ticketing management for public transport will be integrated when pilot projects under the city’s separate program are ready for operation.

Specifically, the Smart Traffic Operation Center will feature management software and video streaming with the ability to connect and manage security cameras; display images flexibly in real-time; provide device status warnings, and alert about newly detected traffic violations. Additionally, there will be software for traffic flow measurement, violation monitoring, and traffic light control.

 

At the two intersections on Pham Van Bach Street, cameras will be installed to measure traffic density, integrate traffic data with map applications, measure speed, and record and detect traffic violations to support handling.

 

Viettel commits that the pilot system will be deployed to ensure information security and data safety following relevant regulations. They require no financial compensation from the city for conducting the pilot and will hand over the data generated during the pilot to the city for use.

 

Regarding the pilot implementation of the smart transportation system in the city, previously, on May 3, 2024, the Department of Transport held a meeting with relevant departments and sectors (Department of Finance, Department of Information and Communications, and City Police). Representatives of the Department of Finance and the Department of Information and Communications agreed to propose immediately implementing the pilot scheme as proposed by Viettel. Representatives of the City Police also agreed to report to the City People’s Committee to consider allowing the pilot implementation of the smart transportation system at the two intersections on Pham Van Bach Street.

 

Based on the opinions of relevant departments and sectors, the Department of Transport proposed that the Hanoi People’s Committee consider and approve the policy of piloting the smart transportation system as proposed by Viettel. They also assigned the Department of Transport to lead, synthesize the pilot implementation results, and report to the City People’s Committee following regulations.

 

Developing a smart and sustainable transportation system is a trend for all cities worldwide. Building a smart transportation system is also an important step toward building a Smart City.

 

Decision No. 10-NQ/TU, dated December 30, 2022, of the Hanoi Party Committee on “Digital Transformation, Building a Smart City by 2025, with an Orientation towards 2030,” sets out the goal that by 2030, Hanoi will essentially become a smart and modern city, gradually connecting with the network of smart cities in the region and worldwide. Smart transportation is one of the crucial contents in the overall smart city.

 

To accelerate the implementation of the smart transportation project, functional agencies are proactively and actively researching, developing, and advising the City People’s Committee to issue a framework, architecture, and standards for the smart transportation system, ensuring compatibility between systems invested in from different projects (inheriting already implemented projects). They will also build a system of technical standards for equipment serving the smart transportation system.
