Red river’s Bai Giua Considered to be Transformed into A Culture and Tourism Park
Văn phòng UBND thành phố Hà Nội đã ban hành Công văn số 953/VP-ĐT ngày 4-2-2021, đề nghị các sở, ngành liên quan, UBND quận Hoàn Kiếm khẩn trương thực hiện chỉ đạo của Phó Chủ tịch UBND thành phố Hà Nội Dương Đức Tuấn về xem xét chủ trương nghiên cứu lập 3 đề án trên địa bàn quận Hoàn Kiếm.
The People’s Committee Office of Hanoi has established Documentary no.953/VP-ĐT on February 4th, 2021 to propose urgent execution by Departments and Faculties of the direction by Duong Duc Tuan – the Vice President of the People’s Committee of Hanoi. The direction states to consider the research initiative to create 3 projects in the Hoan Kiem area.
The 3 projects include (1) research on developing ancient historical, cultural, and architectural values to transform the Old Quarters into a heritage area, (2) to integrate shopping malls construction into the Hang Khay – Trang Tien – August Revolution Square walking route, and (3) transforming Bãi Giữa Red River into a Culture and Tourism Park.
Regarding the stated matter, Duong Duc Tuan – the Vice President of the People’s Committee of Hanoi has assigned Hoan Kiem District with the following tasks. The first task is to research and create Project 1, in which the emphasis is to establish operational procedures abiding by the law. The second task is to research and create Project 2, in which the emphasis is to perform synergy with the Department of Transportation of Hanoi and the Department of Sports and Culture of Hanoi to improve a few limitations of transportation management, event management, etc.
Regarding Project 3, the People’s Committee of Hanoi is directing the unfinished planning. The unfinished status has been due to adjustments in disaster planning regarding floods and damps. To establish a foundation for the research initiatives, the Department of City Planning and Architecture of Hanoi, the Department of Agriculture and Rural Development of Hanoi, the People’s Committee of Hoan Kiem District, and relevant Departments, Faculties, and Units will perform synergy to closely assess the existing conditions as of whether they are ready for the research.
Simultaneously, the finalization of facility planning in the Red River area serves to ensure the suitability of facility distribution there. This has been established in Notification no. 2582-TB/TU on May 7th, 2020 by the Hanoi Party Committee in accordance with the concluding statement by Vuong Dinh Hue – Member of the PolitBuro, the Secretary of the Hanoi Party Committee at a meeting with the Hoan Kiem District Party Committee on April 24th, 2020 (report to the People’s Committee of Hanoi).
A priori, Duong Duc Tuan – the Vice President of the People’s Committee of Hanoi – has agreed on the reporting procedure proposed by the Department of City Planning and Architecture of Hanoi about the proposal of Project 1 and Project 2. Specifically, regarding Project 3, the execution must abide by Notification no. 2582-TB/TU on May 7th, 2020 by the Hanoi Party Committee about the concluding statement by Vuong Dinh Hue – Member of the PolitBuro, the Secretary of the Hanoi Party Committee at a meeting with the Hoan Kiem District Party Committee on April 24th, 2020.
